This is a Lladró Collectors Society porcelain plaque titled "Art Brings Us Together" (item number 01007677).

Designed by sculptor Virginia Gonzalez, this glazed figurine was issued and retired in 1999 as a membership gift for the Lladró Society. The piece features an open scroll with raised lettering, a white dove, a blue feather quill, and a pink rose.
