It does have the states Alabama Mississippi, Arkansas, South Carolina, Virginia, Louisiana, North Carolina, Tennessee, and Georgia. I have taken pictures so that you can see. It is in a gold frame. It is inscribed on the back merry Christmas 1990 and it has who it was too and who it was from it was professionally framed in New York City. Please ask any questions you may have.
