VTG Wooden Two Toned Train Engine Handcrafted Richard Timmons ?ASLRRA 8"

This solid wood two toned train piece was handcrafted by Richard Timmons. The piece is about 8" long, 3 3/4" wide and 3" tall. There is wear on the wheels and the corners of the top pieces. There is a piece of wood missing at the hub of one of the wheels (see last pic). The bottom is marked "Andcrafted by chard Timmons". I think that probably means that it is handcrafted by Richard Timmons.

I am thinking (but I can't be sure) this was probably made by Richard Timmons who used to be president of American Short Line and Regional Railroad Association (ASLRRA) from 2002 until 2014. He also worked with Norfolk Southern Railroad and served in the United States Army for 32 years.
